The consequence is simply an error telling you that no such handler exists.
As to hogging the thread pool... maybe it would be possible with 1000s of clients. I mean, every DDoS works the same at its core, and of course there are multiple ways to protect the server from those attacks. Using a firewall being the primary and most reliable system.
