We're having issues with SFS2X licensing. We are running in an AWS environment, and our deployment process involves bringing up two new servers for each deploy. We have spare licenses to enable us to bring up the new servers before shutting down the old servers. Licenses are all set to "Dynamic".
We're seeing something strange. Servers always come up and register their licenses in pairs of 2 servers (with different licenses, of course). We see, pretty consistently, that _ONE_ server returns:

This happens for _almost_ every deploy since early June, and only happens to _one_ instance - never both. It's almost as if there's a rate-limit to the License server, or that 50% of requests are failing.
Do you have any ideas?
