error #2036 is a Flash Player error code indicating a loading/streaming issue. This is quite rare and it can indicate an issue with the Flash Player installation itself.
I'd recommend two possible solutions
1) Update your Flash Player version directly from Adobe's website
2) Download the standalone version of the AdminTool here:
