Is the api documentation a little out of date or are there:
CONNECTION_RETRY
CONNECTION_RESUME

If not, is there are suggestion to do the same with the javascript api?

Hi,
no the docs is not out of date. Those two events are not available via websocket / Javascript.
They are only available in the native SFS2X socket protocol and for the API that support it (C#, Java, C++, Objective-C etc...)
