Hi,
I running a 1vCPU / 2GB on Google Cloud. Flash Admin shows 13% of outgoing packets being dropped, and that number keeps growing even if there are no users connected. See the attached image. Any ideas?

Hi, you didn't attach any image.
If dropped packets are increasing when no one is connected, it means it is dropping the packets sent to your admin client.
Unless you have a massively slow internet connection this should never happen.
Can you send us the credentials of your AdminTool so we can take a look? You can use a private message or send them to our support@... with a reference to this discussion.
