Simple question but I'm unable to find anything surrounding the topic...
Is there a way to allow an admin to enter a Zone/Room regardless of rather or not that entity is at its Max Capacity?

Hmm, as far as I know, no you can't. But you can control the whole room by using the AdminTool. What would you like to do in the room?

Sorry, by "Admin" I meant Admin/Moderator... Basically, I want moderators to be able to enter a room without actually affecting the room count, and to have the ability to Ghost (SFS term Spectate? Meaning I'd have to make the chat room an SFS Game room?). Do Spectators go against the max capacity count for a room or are they excluded from the total number? Because this is a chat, and not an actual game, I'm wondering if I could use some implementation of spectators for the admins/mods...

Hi.
The maxUsers setting when creating a room only counts towards common users/players, not against spectators. That said, you can create your rooms and specify a considerable number for the maxSpectators setting, and then when a moderator wants to join a room, you always specify that you want to join as a Spectator.
And don't forget to disable the switchToSpectator request from all the other clients (you can set it inside the privilege manager), so only moderators are allowed to spectate.

Via the AdminTool you can monitor any Room and Users without joining the Room itself, you can send Mod or Admin Messages etc... so there is no need to enter the Room. Therefore no room count is affected.
In any case even an Admin will be refused to enter a Room 100% full. But, again it's not a problem, as I explained.
The idea of joining as a spectator could work but again is all spectator spots are taken it's the same situation.
A third option is to resize the Room and then joining it. Resizing can be done if the Room was originally created with that permission turned on. See the documentation for the CreateRoomRequest for all the details.
