How is it possible that I have a different number of users logged on, and a different number of sessions?

Pretty strange stuff.
Are you using NPCs in your extensions^
Does it happen regularly?
Have you checked the server logs for Warnings?
Which server version is this?

I do notice that Total CCU and sessions is the same count.

1019 (CCU) = 970 (socket sessions) + 49 (http sessions)

Users logged in is strange. I can see NPC count is 0. Are you somehow creating users on the server that are not NPC? Are you somehow logging users in multiple zones (I would think this changes CCU, if it were possible)? Are you holding references to Users after they've disconnected?

Please look again at the screen, whether it is possible that it is 118% lost packets?
