I think the following are the minimum requirements
1. Add skin dynamically to tiles
2. Provision to add event listeners to walkable tiles - skin
3. API to scroll
4. Dynamic editing of map
5. Add event listeners to tile like mouse over, mouse left, click etc
6. A better map editor than the current one
If OS comes up with the above features, OS and SFS will for a good couple

Required features of Tile Editor
1. Provision to change skin file/Background swf after creating new project.
2. Create project for the first time and go to Export data, the "Export" button will be in "Disabled" state. We have to close and open the project again to show it enabled
3. GUI to create and place tile on map quickly. For example say i have 100 similar tiles with difference "ObjectID" only, I need to create new tile, add skin, then place it on map. I have to repeat this 100 times!. I am making a C# program to process and edit/update the project file and add tiles quickly.
4. It seems sometime the Editor is not responding fast. It show hang up and then executes
5. Implement undo/redo etc
