I want to be able to communicate messages/info to users when they log on - server down times, known issues, etc.
I found the onAdminMessage event, so I can create a pop-ups when I manually send messages through the admin tool. Is there a built-in function to check for admin messages, though? (I can probably do something with checking an XML file, but it would be nice if there's something already built in.)

When you send an Admin Message through the AdminTool (and also via a Moderator user), that message is instantly sent to every user that is online, and won't appear to new users that come in.
My suggestion here is for you to really use XML or something like that to store the message to be shown. That way you save a lot of server-side traffic.
