Hello and welcome, we don't have a specific "method" for welcome messages but it would be quite simple to create it. If the message is the same for all you could even implement it on the client side. As soon as a user joins a room for the first time just show the welcome message. No server side work...

If you don't feel comfortable with PHP I'd suggest to go with option 2

You'll find exhaustive documentation on how to connect to a database and 2 tutorials with source code that will guide you through the process
